Historical Background:

In compliance with the Laws of New York, Ch. XII, Title 2, Art. III, Sections 30-51, loan commissioners were required  to deposit all records in the Office of the County Clerk and to exhibit to the Board of Supervisors at the annual meeting of the board, all books,
minutes, vouchers and financial accountings pertaining to mortgages taken by them or their predecessors. In addition to the official records of the loan commission, the status of all loans and accountings  were duly noted in the annual Proceedings of the Board of
Supervisors, with reports forwarded to the New York State Comptroller.  Any defaults were reported directly to the Governor of the state.
