Attributes (address ranges and road names) were checked against the following sources, ranked in order of priority: 1. Sheriff's E-911 Address range spreadsheets 2. Parcel data (assessor's RPS database) 3. New York State ALIS data 4. Jimapco maps

Where the first two sources did not agree on a name, if a third source confirmed one or the other, that name was used. If the name conflicted with the Sheriff's list, a note was made in a problem tracking spreadsheet for review by the Sheriff's department. For address ranges, if the first two sources did not agree, either a question was referred to the Sheriff's department or a change was made and noted for review by the Sheriff's department.

The Warren County voter registration database (~36,000 records) was geocoded with a 98% match. Unmatched records were reviewed and notes were made regarding possible sources of error for review by the Board of Elections and Sheriff's department.

The file is about 95% complete. Roads that are still in question are in lowercase in the "Name" field. A small number of roads that actually exist and are named may be missing from the file (estimated to be less than a dozen).

Roads were digitized from 2001 orthoimagery from the New York State Clearinghouse, zoomed in to a scale of 1:960. Where roads could not be seen on the aerial photography, they were driven with a Trimble Pathfinder Pro XR GPS Receiver. In rare instances where a road could not be seen on the photos or GPS'd(estimated to be 1% or less), road positions were estimated. All new roads are similarly recorded by GPS.

Process_Description:

1. Roads were digitized from digital orthoimagery in the direction of ascending address in ArcMap 2. Roads that could not be seen on imagery were GPS'd and digitized into the road layer. 3. Roads were planarized and reviewed for overlaps/undershoots 4. Address ranges and road names were added based on the Sheriff's address range spreadsheets. Address ranges were interpolated for right and left as the Sheriff's lists contained only a single range. 5. Errors or conflicts with other source layers (parcels, ALIS) were identified and passed on to the Sheriff's department for review. 6. Additional attributes (municipality name, zip code, aliases, etc) were added from a variety of source documents including Warren County's town boundary file, ESRI's zip code file, the ALIS zip codes, and the County road map. 7. Emergency Service Number (ESN) for each road segment corresponds to the Fire District boundary layer.
